Kazakhstan remains one of the most understandable areas for Russian-speaking people: a common language in everyday life, familiar bureaucratic logic, large cities with developed infrastructure. But what is clear does not mean simple. The rules of stay, terms and requirements for documents change periodically, so this text is intended as a map, and not as a replacement for official sources. Check all specific deadlines, fees and amounts on official websites before each step.
Where to start at home
Before you buy a ticket, answer yourself three questions. On what basis will you live in the country: work, business, study, family reunification or something else? How long do you plan to stay: a few months or years? What documents do you already have and what condition are they in? The answers determine which legalization path is right for you.
Check the validity period of your passport. Collect documents that will almost always be useful: birth and marriage certificates, diplomas, a certificate of good conduct, if it may be needed for your reason. Check in advance whether an apostille and a notarized translation are needed on the official website or at the consulate.
Stay and registration
Citizens of a number of countries have visa-free entry, but the permitted period of stay and registration rules vary depending on citizenship. Don't rely on retellings in chats: the rules for citizens of Russia, Belarus, Ukraine, Central Asian countries and other countries may differ. Check the current conditions on the official website and on the e-government portal of Kazakhstan eGov.kz. Registration at the place of stay is often completed through the host party, that is, the landlord or owner of the property, so discuss this point before concluding a lease agreement.
residence permit: residence permit
A foreigner's residence permit is issued on certain grounds, and the list of these grounds, as well as the requirements for the applicant, are regulated by the legislation of Kazakhstan on migration. The migration service of the internal affairs bodies deals with issues of stay of foreigners. A typical set of steps looks like this: determine the basis, collect a package of documents, submit an application, wait for a decision and receive the document. Check exactly what certificates are needed, how much the fee costs and how long the review lasts on the official website, because these details change.
Separately, pay attention to the requirements for confirming financial solvency and medical certificates, if they apply to your case. If the basis for a residence permit is related to work, the employer usually participates in the process, and it is worth finding out in advance who is responsible for what.
IIN: individual identification number
IIN in Kazakhstan is needed for almost everything: a bank account, official work, taxes, a SIM card in your name, many online services. Foreigners can obtain an IIN through the Public Service Center (PSC), and for some categories online registration through eGov is also available. Check which option is available to you and what documents you will need on the official website. In practice, many people try to get an IIN in the first days after arrival, because without it everything goes slower.
Bank account
After receiving an IIN, opening an account is usually easier. Large banks in the country work with non-residents, but document requirements, limits and conditions for foreigners differ from bank to bank and may change. Before your visit, call the branch or study the section for non-residents on the bank’s website. Take your passport, IIN document and address confirmation if requested. Do not transfer large amounts until you are sure that the account is fully activated and you understand the fees.
First 30 days: a practical plan
Week 1. Check in, resolve the issue of registration at your place of stay, buy a local SIM card, get an IIN.
Week 2. Open a bank account, set up mobile banking, deal with local transport and payment cards.
Week 3. Submit documents on the selected basis for the residence permit or continue the process already begun, make copies of all documents and save them in the cloud.
Week 4. Deal with medical care, find the nearest clinic,, if necessary, take out health insurance, draw up a calendar of all periods associated with the stay.
Keep a simple table: what document, when it was issued, when it expires, what needs to be done next. This saves you from fines for missed deadlines.
Beware: scammers
There are always intermediaries around the move who promise a residence permit in a few days, guaranteed approval or special connections in government agencies. No one can guarantee the decision of a government agency. Do not give the original passport to strangers, do not pay for services that are free on the official portal or cost a fixed fee, and always check the payment details with the official website. If they write to you on behalf of a government agency in a messenger and demand an urgent transfer of money, this is almost certainly a hoax.
